Stuck at NVC

Timeline

My USCIS application was approved On September 17, 2019, for Employment base Special Category EB4, been that the visa is always current on the bulletin i was able to file my papers to NVC december 2019, i did not hear anything till march 2020 before the pandemic when i send enquiry to them and i was sent this first letter in march...... fast forward march 4th 2021 i was sent another letter again that looks like the first one but a little bit difference, does it mean that i just got DQ this year march ? i really need help with this and by the way i'm still waiting for interview
