we submitted the AOE application along with other applications and we opted to pay by credit card. After a month long of wait time, we received a notification  from the credit card company monitoring system  that they rejected USCIS  payment. What will happen now?

Will USCIS requests that we resubmit everything or just a payment?

The whole package will be rejected and returned to you.  Re-submit with new payment.

thanks.. what happens if the beneficiary K1 visa which is usually valid for 3 months from the date of entry expires by the time we resubmit?

will it be considered an 'overstay' and the k1 applicant be subject to deportation?

if asked, how can we prove that we submitted AOS papers when no NOA is received yet? or is providing a proof that we got married within the first 3 month period is enough ?

K1 is a single-entry visa, so it was invalidated the moment it was used to enter the US.  What the K1 beneficiary gets after that is an I-94 that expires 90 days after US entry.  After the I-94 expires, the period of overstay begins and the K1 beneficiary is considered deportable.

Marriage by itself does not grant immigration benefits, so proof of marriage will not be enough.  Passport plus the I-485 receipt notice is the necessary proof that the intending immigrant is authorized to stay.

Re-submit the AOS package as soon as possible.  Until you get the NOA1 letter, keep a low profile.  Unfortunately, that's part of the constraints of going through the K1 AOS route.

What a totally insane setup. The US rivals even countries like Indonesia for byzantine and bizarre immigration rules and regulations.
