Hi guys! I am still in the process of obtaining a Hong Kong police certificate for NVC. One of the requirement from HK police is to get fingerprints here in the Philippines (as stated below). When I called NBI, they said I need an affidavit or request form from US embassy/consulate that I need to get my fingerprints taken. I am not sure how to obtain this affidavit, so I wanted to ask anyone here who went through the same process. How were you able to obtain fingerprints in the Philippines to send to HK? What documents did you provide to NBI? Thank you!

 

The ORIGINAL of a full set of the applicant’s fingerprints taken and certified by the police / law enforcement agency / Consulate where the applicant presently resides.

A full set of fingerprints should include the impression of each of the applicant’s fingers, the plain impression of the four fingers of the applicant’s left and right hand taken simultaneously, and the plain impressions of thumbs. Certification of the fingerprints must clearly state:

i. The name and rank of the person taking the fingerprints;

ii. The full name and the OFFICIAL STAMP of the police / law enforcement agency / Consulate; and

iii. Where and when the fingerprints were taken.

Fingerprints submitted that do not clearly show the certification will not be accepted. ***Fingerprints taken by the applicants themselves, a legal representative or private / commercial agency will not be accepted.

Fingerprints taken on the fingerprint card provided by the local Police / law enforcement agency / Consulate is accepted.

Hi, I’m not sure if things already change but way back in 2016 when I prepared my documents, i went to PNP crime laboratory  local office for my fingerprints. I can’t exactly remember but it cost me around P100.

I went thru this with my fiancé. This was my experience with obtaining the fingerprints from the PNP in Legazpi. You may have different results in your area.

We went to the PNP not the NBI office to get fingerprints and they were confused as to why we needed them, we showed them the paperwork from HK Police and told them why we needed them. After explaining to 3 different officers they finally understood but then told us we needed to get fingerprint cards from a local stationary shop because theirs were for people that were being arrested and not for normal citizens.

Luckily the shop was only a few blocks away and the cost was just a couple dollars.

We got the fingerprints done and paid but they did not get an "OFFICIAL" police department stamp. (THIS WAS A BIG MISTAKE ON MY PART IN NOT GETTING A STAMP).

I sent all the paperwork and payment (getting an actual "bank draft" was harder than I thought, I had to go to Atlanta to a Suntrust Bank as they were the only one that knew what I was talking about.

Due to HK Police not accepting the fingerprint cards due to there not having an "official stamp", it took about a month to finally get the officer that took the fingerprints to send me a letter on the Police Dept. letterhead stating that they had no stamp and he did himself take the fingerprints.

Once this was completed HK accepted the fingerprints and sent the CoNCC to the US Embassy.

My sister also needs a clearance from HK police and the HK police clearly states that “A PHOTOCOPY of a request letter from the relevant Consulate / Immigration Authority / Government Authority, which contains the applicant’s name and clearly indicates that the production of the Certificate is required. 
There should also be a POSTAL ADDRESS of the relevant Consulate / Immigration Authority / Government Authority since the application result will be directly sent to them by registered mail.” So we tried asking for this from the US embassy but it seems like they’re nor issuing such request letter. Is there anyone who can share what you sent to HK police in lieu of the said request letter? Thanks a lot!

I put a copy of the requirements about police clearance listed from the Embassy. It clearly states what is needed and where to send the clearance.

No need for an "official" letter.

Was this successful though? Were you able to get your HK police clearance this way? Thanks.

Yes, no issues other than NOT getting the required "official" police department stamp on the fingerprint cards. But that was is onlu issue I had frm them.

Remember, the Hong Kong Police get this kind of request regularly, so they are aware of what the US Embassy requires.
