Significance of the Priority Date / How to read the Processing times

I see the priority date of February 6, 2021 in the form I-797C that i received for I-485 application that i had filed for both my parents (Received Date: April 27, 2021). This seems to be the date i had filed for I-130 online.

 

1) What is the significance of this date ? How to read it ?

2) Processing times (https://egov.uscis.gov/processing-times/). I had sent the I-485 application to the Chicago lockbox address. From the website i see the estimated time range to be 8.5 months to 16.5 months for Chicago. The receipt date mentioned on that page is for Jan 27, 2020. 

How would that be applicable to the application i filed ?

 

Should I be reading the processing time as 8.5 months to 16.5 months from "Received Date: April 27, 2021" or should it be from the "Priority date: Feb 6, 2021" or .... ?
