With the police certficates it states "Have ever lived in another country for 12 months or more", does anyone know if that is living for over 12 months at one time or if it is cumulative?

I had to live in a country for work purposes, for 3 different short lengths of time and if I add the time up it is just 365 days and I was told by a lawyer that it normally is you lived there for 12 months or more rather than going to a country over many years and adding up the time you spent the but another lawyer suggested otherwise. Any thoughts?
