CRBA appointments are only done outside of the US.

 

If you are instead asking about the slower process for a Certificate of Citizenship (I.e. Form N-600, Application for Certificate of Citizenship), then there are certain caveats. If an interview is scheduled by USCIS how would the child enter the US? On an ESTA application all nationalities, including the child's US nationality, must be listed. Odds are the ESTA wouldn't be approved.
