Residents of Switzerland use the Bern embassy.

CRBA appointments are only done outside of the US.

 

If you are instead asking about the slower process for a Certificate of Citizenship (I.e. Form N-600, Application for Certificate of Citizenship), then there are certain caveats. If an interview is scheduled by USCIS how would the child enter the US? On an ESTA application all nationalities, including the child's US nationality, must be listed. Odds are the ESTA wouldn't be approved. A tourist visa would also not be possible: https://fam.state.gov/fam/09FAM/09FAM030103.html "You may not issue a visa to an individual unless you are satisfied that the applicant is an alien. An alien is defined at INA 101(a)(3) as "any person not a citizen or national of the United States.""
