No he asked me about transcripts for my university studies, I gave him printout copy not original copy then give me 221g administration process then after 5 days I received email stating refused my case

That sucks, sometimes they do give you the option to submit originals later but not in your case, so no option for now. Why did you not bring originals to the interview?

That annotation is for labor certification.  212 (a) (5a) is not applicable for DV.  They didn't annotate the 221g correctly.  There is more to the story.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I felling unfair and all my dreams is literally destroyed but I didn't give up, I can't to hire attorney but I will continue in my way, every day I send them by email but they didn't give me clear answer, yesterday my sponsor called the counslate to enquire why I got refused but they told him we can't give you answer over the phone, send us via email 

If I applicant to other visa I will give up but this diversity visa I won after three times, the counsl told me every thing is OK but I need transcript for your study university I submit to him printout copy ( not original copy then he gave 221 g paper after 5 day they send me refusal letter Via email

There was an immigrant visa case where someone said Yes to "Do you intend to work on healthcare?" or something like that on D260 and that person was refused under 212.a.5.a. May be the CO thought this person planned to work in that field without proper authorization/certification. That's why i asked OP if he/she has selected the same way in DS260.

 

If what OP is saying true and the notice isn't giving an option to submit originals, that's a problem. Still not sure why OP didn't bring originals to the interview.

Good points.  In my mind (and I am certainly not an expert), something seems to be missing.  I hope the OP can get an answer better than "not qualified for visa"....

No at my interview was conducted on 30 April 2021 I bring all original documents with me at interview but he asked me at interview what is subjects that you are studying in University I told him like 3 subjects regarding my course then he said enough everything is OK but I need your transcripts for university studies he give me paper and said to me put the transcripts in Dropbox I said to him I have paper in my bag outside please let me bring it to submit you now he said OK put in Dropbox I said just 5 mins please let me bring it to you now he said OK bring it now unfortunately printout from my email then come back again to counslate I thought will meet the counsl again but unfortunately the security said to me go to other counter and submit it there, at other counter I met other people (local citizen) and took my passport with paper said to me wait after 10 mins the person at counter back to me my passport with 221 g I asked him what happened he said your case is under administration process then I asked him can I speak with counsl he said yes then I went to counsl what happened to my case he said your case is under administration process I said but all my documents OK he said we need administraton process then I asked how much time for administration process he said I don't know read the paper that with you then he said can you leave now then I left with 221g, on 5 May I received refusal letter Via email then I called them on 16 May to enquire about my case they said my file with counsl should be wait.

My understanding:

1. CO asked you to submit the transcript via dropbox cuz you didn't have it with you

2. You insisted multiple times you'll bring it in person

3. CO got fed up and says fine.

4. You went out to get the transcript

5. CO put your case on AP pending transcript review

6. You brought not the transcript but an email printout of the transcript

7. Staffs put your documents on your file for CO's review since CO wud not be waiting for you for sure. You were issued 221g AP.

8. At some point, CO reviewed your file, did not find the transcript that he specifically asked for. 
9. Ultimate result - Not qualified for visa

The document was submitted it at interview ( result for last semester, I was print out from my email) I thought he want to know am I study or not so I gave him this document

He did not give them a transcript.  He gave them a print out of his last semester grades.

He asked for the transcript, you said you will provide it but did not provide and thus the visa rejection and now they aren't even asking for any documents and that's a problem. It seems they have closed the case

 

What does your ceac status say? All you can try is contact them again to see if there is a way.
