Btw DV is not based on nationality, it is based on country of birth, so even if OP is Indian but born in an eligible country they will be eligible. I know of an Indian born in Kenya who got a DV visa because  of the eligibility rule.

He asked me which your home language I said Arabic he went to bring translator,  the translator explained to me she said transcript like memo sheet or result sheet then asked me Are you study master degree I told her I'm study in final year in bachelor, I know transcript is usually provided after course so I think the consul thought I'm study in master because why the translator asked me Are you study master then last thing the consul he said everything is fine but I need the transcript, bring it and put it in Dropbox, at that time I remembered soft copy for my result for last semester I keep it in my email I told the counsl please let me to bring paper in my bag in outside counslate he said put it in drop box I said to him just 2 mins please let me bring it now he said OK I went to bring it after come back the security said go to other counter I thought when I took to permission from counsl to bring it I will meet him again but the security told me go to other counter, at other counter Indian girl took my passport and my result for last semester at this moment I was so happy and said to my self every thing will be fine but I shocked after 10 mins he back to me passport with administration process I asked her why I took administration process I told her can speak with counsl again he said yes, I went to enquire from counsl about my case he said to me your case is under process we will contact you the girl along with him said to me by Arabic don't worry the administration process is normal thing just we need additional information about you I said to him are you need any additional documents from me then I asked him is there any hope to get the visa or not, they said read the administration process paper you will know everything. 

If they asked you for a transcript, you should have submitted a transcript.  Because you did not submit what they wanted is the start of your problems.

The transcript is usually requested after c the course but I am still study in final year in bachelor. Now how can I submit the documents when I went to visa application centre to submit my documents the staff in visa application centre said to me no one require from you submitt additional documents Im said to them the counsl said like this they said are you have 221g letter I said yes and give them 221g they said in this letter no any mention to submit additional documents this letter means administration process paper with no submitt any additional documents just should be wait, I said to them the counsl said to me bring your transcript they said if he need additional documents will mention in your 221 g letter, yes first time he said bring your transcript then I submitted to him at interview last result for last semester, now is there any way to submit the documents to counslate how can I do this 

Note : my case is update every two weeks on ceac what means this?

You can obtian a transcript of completion of courses up to that point.  Case update means that they are looking at your file.

Yes now transcript for 1 year 1semster, 1_2, 2_1,3_1 all this transcripts are available with me now I already submitted it result for  last semester 3_2 at interview

My diversity visa is refused, my sponsor called the counslate to enquire why my case is refused, the staff told him we are not available any reason over the call send us via email. 

My question, after refused am I have any chance to submit original documents. 

The rule say submit any not original copy at interview leading to refuse case
