High School Education: A high school education means successful completion of a formal course of elementary and secondary education comparable to a 12-year course in the United States.  Only formal courses of study meet this requirement; equivalency certificates (such as the G.E.D.) are not acceptable.

How do you get that when OP says s/he has high school certificate submitted? Anyway if you are  correct then you are saying that CO was wrong in denying.

 

Edit: checked FAM and if it was a refusal for not meeting the education requirement it would be “... the applicant is not eligible as a diversity immigrant under INA 203(c)(2) and the proper basis for refusing the case is under INA 203(c). “ The work requirement is indicated as the same section: “If the applicant is unable to credibly prove the work experience requirement to your satisfaction, the appropriate basis of refusal is INA 203(c).”. So it is not the correct section to indicate refusal on either of those bases.

You can try send a letter to the consulate explaining why you think the denial is in error or if you have someone in the US to get a congresspersons’s intervention to find out/discuss as I suggested earlier.

If I am not qualified for diversity visa I will say I'm not qualified but I'm qualified, litereraly I checked all refuse reason not found no any reason to make me not qualified 

I'm so confuse how to get the refuse with no any reason with no remark on specific section in refusal worksheet letter, are you when asking the counsl is there any hope to get the visa or not leading to refuse your case, 

First Time in my life I see administration process take time like two days, 

 

At interview I got administration process but after 4 days I got email stats refuse my case no any remark on specific section

Maybe OP is a teenager, they are eligible for DV as long as they have finished high school. 🤷‍♀️ 

 

I dunno, of all the things to get bothered about on VJ, this is way down my list.

Guys, I'm very sure I have no reason to refuse my case, every one read my messages with embassy will notice prevarication in response to my messages, I know one thing if they are belive with refuse reason should be response to my emails is clear like your case is refused under section 212a(5a) or due to invalid online entry but for my case they are not able to give me clear answer 

I show all messages for some people happen to them same this but the answer from embassy for their enquiries was clear your case is refused under section and thus you are not qualified for visa

Clearly chargeable/from somewhere else as OP was asked in the interview why they are interviewing there. Would not have reached interview stage if India was country of eligibility. 

Btw DV is not based on nationality, it is based on country of birth, so even if OP is Indian but born in an eligible country they will be eligible. I know of an Indian born in Kenya who got a DV visa because  of the eligibility rule.

Thank you. When the counsl asked me about the transcript for my university studies, I didn't understand what he mean with transcript ( I know the memo worksheet and result sheet) 

He asked me which your home language I said Arabic he went to bring translator,  the translator explained to me she said transcript like memo sheet or result sheet then asked me Are you study master degree I told her I'm study in final year in bachelor, I know transcript is usually provided after course so I think the consul thought I'm study in master because why the translator asked me Are you study master then last thing the consul he said everything is fine but I need the transcript, bring it and put it in Dropbox, at that time I remembered soft copy for my result for last semester I keep it in my email I told the counsl please let me to bring paper in my bag in outside counslate he said put it in drop box I said to him just 2 mins please let me bring it now he said OK I went to bring it after come back the security said go to other counter I thought when I took to permission from counsl to bring it I will meet him again but the security told me go to other counter, at other counter Indian girl took my passport and my result for last semester at this moment I was so happy and said to my self every thing will be fine but I shocked after 10 mins he back to me passport with administration process I asked her why I took administration process I told her can speak with counsl again he said yes, I went to enquire from counsl about my case he said to me your case is under process we will contact you the girl along with him said to me by Arabic don't worry the administration process is normal thing just we need additional information about you I said to him are you need any additional documents from me then I asked him is there any hope to get the visa or not, they said read the administration process paper you will know everything.

Okay, so what is it about being in AP that you do not understand?   Of course you can be in AP.....any visa applicant can, regardless of the visa type.   There are hundreds of reasons why.

 


All you can do at this point  is wait.
