Family US Visa Processing Trends from UK, Canada, China, Vietnam, India, Philippines, Mexico, Jamaica... Yikes!

Most probably not going to happen.  Ask your friend to consult with an employment-based immigration lawyer to ask if she qualifies to sponsor for a work visa.

The Consulate in Ho Chi Minh City, Vietnam just announced over the weekend that the VN gov't has all but shut down the city due to Covid-19 and they have ceased all operations relating to visas, etc. until further notice.
