to be honest i think they are wrong because the primary i.d. should be the certificate of naturalization and then the secondary I.D. should be the out-of-state drivers license. I think the passport acceptance clerk was clueless and nasty which sucks because now my wife's passport will have a different date than the rest of our kids.

I live in NJ. I applied for my first passport in MD. I had no issues. The clerk at the USPS only asked me for additional identifying documents since I was out of state.

yea i think we got a bad clerk, she was not very nice and seemed rushed. we had 4 passports to do - my wife and 3 kids, one an infant and another was the k2.. 

she did all the kids but refused to do my wife. ridiculous. 

sucks because i was trying to get all 4 with the same dates so it would be easier when I book flights..

Looks like your clerk wasn't receptive. When I submitted in MD, the clerk asked for two additional IDs. So I gave her my out of state ID, work id and my Social Security card, and she accepted them.

for some reason the new york clerk "rose" at our acceptance facility did not accept "additional IDs"  - we had exactly what is listed (primary is the naturalization cert) - additional:  out-of-state driver license, voter registration card -

Secondary IDs (submit at least two from the list below)

 
 
You must present one physical, primary ID which includes your photo. We cannot accept digital IDs. If (and only if) you cannot present one of the primary photo IDs listed above, you should present a combination of at least two secondary IDs listed below. 
  • Out-of-state driver's license or enhanced driver's license with photo
  • Learner's or temporary driver's permit (without a photo)
  • In-state, fully valid non-driver ID (without a photo)
  • Out-of-state, non-driver ID
  • Temporary driver's license (without a photo)
  • Social Security card
  • Voter registration card
  • Employee work ID
  • Student ID
  • School yearbook with identifiable photograph
  • Selective Service (draft) card
  • Medicare or other health card
  • Expired driver's license 
  • Form DS-71, for an Identifying Witness (only available at your local Acceptance Facility or a Passport Agency).

I want to verify. Did you go to a USPS post office? Or you went to one of the local city/county offices? If you went to a local or county office then that could possibly explain it; local/county offices are not federal.

They definitely didn't go to a local/county office for the same reason you mentioned.

There are some local/county offices that are acceptance facilities. So I don't know what 'same reason' you are referring to. Can you be specific?

Because you said local/county offices are not federal i said they wouldn't go there for that reason. Anyway, if they have a Passport acceptance sub office, that sub office will be acting as federal agency. So whether they go to usps or a passport acceptance office in those county offices, it should have been the same. OP seems to be greeted by a rude clerk for sure.

welp we went to the jericho post office on long island and the experience was as opposite as you can get, they didn't even ask for ANY ID at all! just the nat cert was enough.

the 2 men clerks were the nicest people you could ever meet , compared to the incompetent indian lady at the hicksville post office. incredible.
