It will still be a couple of years before you get anything. Check the visa bulletin. For latest bulletin (for next month) F4 dates for filing (when NVC contacts you for documents) is only current to October 2007.  Did you get approval notice from uscis yet? Some processing centers are taking many years to process F4, for example California service center is only regarding F4 petitions filed before August 2007 as being outside normal processing time. https://egov.uscis.gov/processing-times/

Many Thanks Susie. My service center is  California and I did receive approval letter. Approval letter says my case is now with NVC. But when I checked after years last month online at UCIS  websiet through WAC number, status of my cases is still in progress. Is this a system glitch or something to check? To reconfirm I did receive my approval. Please advise.

I am not sure what you are looking at. The welcome letter will come when your priority date is current under table B “dates for filing” in the visa bulletin. That is probably still a couple of years away. Nothing is going to happen between now and then.
