My wife's case was DQ'ed May 28th. Waiting for an interview to be scheduled in Kyiv. F2A visa.

From what I understand, Kyiv embassy just reopened in April. So NVC have a backlog of cases that were canceled last year and have to be scheduled now. Also IR visas are coming first. So we might end up waiting a bit. I just hope it is going to be quick and at least we can finally be together by the end of this year.

But is it? I am thinking this way. Most of the time 2020 USCIS has not been able to work on cases, so it didn't have cases to forward to NVC, so the backlog is actually the cases that were already approved by USCIS and got to NVC last year and then were stuck there because of the pandemic. But new cases either wasn't arriving or arrived at a very slow pace to NVC, so there is a backlog, but is it actually one year's worth? 
My case was sent to USCIS back in fall of 2019 and was stuck for entire 2020 at USCIS, while the original estimate was just a few months of wait, and it was only approved in the February 2021. So I guess everyone filing after us got stuck too. And I am hoping they are reviewing cases by the priority date, therefore I don't see how that could have resulted in the year of wait. 
But I might be wrong. It is just my thoughts on this.

This is incorrect.  The USCIS closures were significantly shorter than the embassy/consulate closures that continue to this day.  There was not a measurable change in petition processing.

 

No one really knows what the actual backlog consists of, but as there are people who have been waiting >one year, the assumption that the backlog could be that long isn't out of left field.
