I’m an IV applicant and have submitted all my online documents.  I have had an issue uploading files properly, though with the gracious help from the people on this page I have had success, thank you again.  I recently received a message from the NVC that I’m required to “Gather the documents below and send them to us in one (1) envelope or email.

is this a normal request?

Normal, yes.  Usual, no.  Please quote the full message minus personal information.

Thank you for the reply.  The message verbatim stated, “Gather the documents below and send them to us in one (1) envelope or email.”

It was sent this morning in response to a question I asked February 22 of this year.  I was having a difficult time submitting/uploading a requested document, (marriage certificate).

If you have since accomplished uploading the document, you're good.  Context is King here.  If you've already solved the problem, you don't need this answer to your question.
