According to Ankara Embassy's website, they are already open  and issuing immigrant visas to only Turkish Citizens and Third country nationals with Turkish residency. They do not provide service to TCNs without Turkish residency at the moment.

Looks like in April they had issued 51 IR1/CR1 visas. There was the lockdown that finished in May 17th. So I am not sure if they were giving interview dates for that dates, probably not. But now the lockdown is eased and they should be working.
