Can I expedite my case?

Timeline

So, our case became current in Chart B of the Visa Bulletin in December of 2018. We received nothing from the NVC. My mother is not technologically savvy and she doesn't keep up with the bulletin so she didn't tell anyone because she was only keeping an eye on chart A. Our PD became current in Chart A in May 2019, still nothing from the NVC. No email, call or even a letter to us or the petitioner (the petitioner has lived where she is for over a decade and has never moved so we know they didn't send it to any previous address. Same thing with us, we've lived where we are now for over 25 years). The last form of communication we've ever received was in 2009 when they told us they received our case from USCIS. In August of 2019 I became curious and I asked my mother. She told me that she saw our date in the chart but because she didn't get anything from them, she didn't do anything. I checked the bulletin and I saw that our case had been current for months now and went ahead read up and found the website we were supposed to sign in to. Had to stay on hold with NVC for hours to get the invoice number because we didn't get a welcome letter and therefore did not have it.

 

My question is, is this enough to use to expedite our case? We're currently DQ since July 07 last year and waiting for an interview. If it wasn't for us not receiving anything from NVC, we would've finished this process already and been in the US before the pandemic. I saw that NVC delays is one of the reasons you can use to expedite your case so I'm asking you all based on your experience if you think it's worth trying.
