Question about NVC stage documents for the beneficiary

I have two separate questions.

1) My wife was born in Ukraine. However this was 1990 and back then it was USSR. She never got a new Birth Certificate from Ukraine. She only has the old one that was issued back in USSR.

Getting a new one from Ukraine is a bit of a pain. Was wondering if the USSR birth certificate will be sufficient.

2) It is stated that she needs a police certificate. Some chick we met at the consulate who was doing a CR1 interview that day told us that wasn't required.

I'm not really sure why she said that. But figured I'd ask here why she may have not needed it.

Thank you!

1.  I believe a USSR bc is acceptable

2.  Definitely needed,  my ex had to get from both Ukraine and Moldova for her interview

YMMV

for question 1 you want to look at the Reciprocity and Civil Documents for  Ukraine at the state.gov

Anything else will be rejected.

"On the territory of current Ukraine"

Does that include Soviet Union if it was in the same territory?

That's the confusing part. She was born in what is now Ukraine. She has a Ukrainian citizenship.

If you believe the document conforms to all the required items,  go ahead and try it.   Might suggest while you are waiting for an approval, you proceed to get a new copy of the birth certificate, just in case you get a RFE over what you submitted..
