The red arrows show that after NVC reviews the case, if something is missing or incorrect in any of those sections, the missing/incorrect items will need to be (re)submitted/corrected before being reviewed again.

 

Presumably they are red to distinguish them from the blue lines elsewhere, and dotted to show that they don't always happen.

 

The flow chart looks the same for everyone regardless of where they are in the process.

So if I understood it correctly, the image I posted is the same for everyone?

Yes, it's a simple flow chart showing the process, basically a much shorter version of what is outlined here:

I saw that you posted in an older thread where someone theorized that the arrows turned red because something was missing, but that is not true.

The red arrows are basically showing the "Corrections Required" portion of the instructions from Step 9 of the process:

If NVC determines you did not submit the correct documents, you will receive a notification that the status of your case has been updated. When you receive this message, follow the instructions to log into CEAC. Follow the instructions to provide additional information or to correct documents. Once you complete that, you will need to resubmit your case for review by pressing “Submit Documents”.
