My father (Petioner) filed for me and my siblings and our priority date is 18th December 2015. Two of my siblings received their welcome letter in 2019 but the rest of us have not received our welcome letters. Per the june 2021 visa (16th March 2016) bulletin our priority date is earlier than the cutt off date of the date of filing for submission of documents at NVC. Should I contact Nvc for the welcome letter?

What category?  F2B?  There is no "cut off date".  There are filing dates, which allows applicants to submit documents to the NVC, which is usually about a year before the visa becomes currrent.  

 

The first step is I-130 approval.  Has your father received NOA2 for your case?  If not, then have him contact USCIS.  If the case is approved, then contact NVC to see if they have received the approved petition.

 

Also, if your category is F2B, has your father naturalized, or is he still a permanent resident?

My category is FB1. My dad is a Citizen

 USCIS has already already approved my case

Do you mean F1?  Not to be confused with the student visa, but unmarried sons/daughters of US citizens?

 

That may be why your case is a little delayed.  F1 is actually a longer wait time than F2B.  Nov 2014 and earlier PD cases are current for F1. 

 

If you look at the visa bulletins for March, April or May 2021, the allowed NVC filing date is about a year before the PD date becomes current.  For some reason, June 2021 shows about 18 months lead time.  It might be a mistake on the table entry, or NVC is allowing more time for submissions.  Contact NVC.
