Received Welcome letter from NVC..now what?

I have received a welcome letter from NVC for my sister Green card and want me to start the application (pay the visa fee, completing all the necessary forms etc). Does it mean that my sister's case for green card should be approved in 1 year or so? I applied for her I130 back in Feb of 2013 or does she is has to wait for another 3-5 years to get a visa approval. Any feed back will be highly appreciated. Thanks

Timeline

Your profile says F2A, but you filed for your sister?  That is F4.

 

Timeline depends on which country your sister is from.  Mexico has the longest wait, followed by the Philippines.

 

The shortest wait time is 15 yrs, longest is 23 yrs (Mexico).

 

You can check yourself by googling "Visa Bulletin" and then clicking on the most recent Month/Year.  Right now May 2021 is published.  Scroll down until you see the table and look at the F4 row.

Yea it is F4. She is from Pakistan. So, it does not mean USCIS approved her case and NVC has sent me the welcome letter, her visa case will be approved in few months or an year. Based on the link you provided, F4 is currently reviewing Nov 2006 cases. It appears she still have long way to go as her priority date is Feb 2013.
