You did not get the letter in the mail.

You filed online and whatever they were trying to send you in the mail- probably the NOA or instructions on how to mail the card back- the document was returned to them by the Post Office as it was unable to be delivered to you. When a notice is returned to USCIS due to a problem with the address - USCIS closes the case because you need a valid address on file.

You are going to need to file the i90 again. You can use paper filing or online filing. You must enter a valid address and if you recently moved you need to fill out a change of address form with the Post Office.

Just because you filed online doesn't mean they don't send you paper mail through the post office. As I said the wording you posted states on may 18 they administratively closed your request for i90 due to the fact that a piece of mail they tried to send you via US postal mail service was returned to them.

So you filled out the i90 online April 13. And then on April 19th they RFEd and asked for you to mail the card back. You did and they got it. But they also mailed you some thing via the post office, most likely a paper copy of the RFE asking for the card. Whatever it was it was returned to them by the postal service. This can happen if the address is incorrect so the post office doesn't know where to deliver it or if the name it's addressed to is not attached to that address in their system so it's sent back to the sender rather than being placed in a mail box of an unrelated individual as it's sensitive do not forward mailings. When USCIS got the mail returned to them they administratively closed your i90 request on May 19th.

Your i90 filing has been closed and rejected so you need to file it again.  You do not need to wait for the incorrect card to be returned to you and if there is a problem with your address they aren't even going to be able to mail it back to you nor send the corrected card in the future.

Have you recently moved or changed your address? Was the address you filled out the i90 entered correctly? Do you currently get mail at said address with no issues?

You can file the i90 online again and if you get the RFE about sending the card you can respond with the info for when you sent it and explain how your first i90 request was closed and you didn't get the card back. You can also reach out to your local representative for assistance in filing the i90 if you need to.

Did you speak with a tier 2 officer when you called? I would suggest you ask to speak with a tier 2 officer who can better assist you.

Good luck

That is a pretty long time for a call back.... I know its been long since I spoke with USCIS customer rep, are you sure they put you in queue to speak with a tier 2 officer? It use to be pretty straight forward with a call back time ranging from 120 minutes to 480 minutes (my own maximum time). Although thing might have changed, when you call customer rep, ask to be transferred and the system will ask if you want to leave a call back number.
