the person can negate needing the REP altogether if they are prepared to return to the US several times a year and maintaining US ties. A lot of international students in the UK tend to go back to their home countries outside of term time. I would suggest that the most prudent thing to do therefore is only stay in the UK while classes are in session, this will greatly demonstrate your intent to return to the US and avoid scrutiny over your green card status and save you from messing around with Re-Entry permits. The 1 year entry validity clock on the Green Card is reset with each entry to the US for the duration of the Green Card's validity.

I definitely think this would help (though a REP would be good backup - your last sentence is not an absolute because USCIS does note “Abandonment may be found to occur in trips of less than a year where it is believed you did not intend to make the United States your permanent residence. “) Keeping a home to go back to, DL, bank accounts etc would definitely serve to help show ties as would returning outside of each term. As you say there will be a need to travel back for ROC interview anyway if not done by then, and I’m not sure if they all do it but the residence halls at the university I attended in the uk shut down totally over the Christmas holidays - they remained open for Internationals during the Easter holidays but definitely enough time to go home, and obviously you’d expect to be home over summer....assuming “home” is the US.
