Biometrics appointment after submitting I-130

Thanks to everyone who answered my last questions. There are new ones.

1) Will the spouse (green card holder) be invited for biometrics at the local USCIS after submitting the I-130?

What is the likelihood of this event?

If the probability of an event  is high, then these questions are relevant:

2) How many weeks on average it takes before receiving a notice of action with an invitation (schedule) for biometrics after submitting a petition?

I've heard that now there is a backlog with this biometrics. And the invitation can come up to six months, although they say that there are 2-3 weeks on the USCIS website. The petitioner (LPR) needs to leave for medical cases (not a threat to life) United States for 3 months right after filing a petition .

Will it be a risk?

3) What are the effective ways to transfer this appointing? Btw, there is no USCIS  in the country the petitioner is going to.

Petitioner will not get biometrics notice. In very rare cases (something in their background check) is the petitioner asked to come in for an interview with a local office.
