Is there anything else I can do besides wait?

Timeline

So December 10th we received our NOA2. I have emailed NVC a few times and received our case # and invoice #. My fiancé has filled out the ds-160. Attempting to login to the ceas website it shows the same thing over & over that we need to fill out the ds-160. Is the only thing we can do is to wait for our “welcome letter” in order to have a account to submit forms and pay the fees?

Best thing you can do is educate yourself on how CDJ does k1s.  You don't do anything with NVC invoice , fees or documents.   Everything is done with CDJ.

CDJ is a very busy consulate and was backed up before the pandemic,  now it is many times worse

All K1 visa applications have been transferred to Mexico City now. We just received our new case # recently. So I assume I wait until we receive our “welcome letter” from Mexico City based off your comment.

Not sure if Mexico sends a "letter" as everything appears to be online.  Best to wait on the ds160 until your file says "ready"

Where & when exactly will my file say “ready”? When I check my case it says “at NVC” and when logging in it says “a ds-160 must be filled out”

Not until the file is sent to the consulate.   The "at NVC" will change to "ready"

You'll only use CEAC to check on your status from here on forward. The rest is done via ustraveldocs. That's where you create an account, fill out the ds-160...

Yes, but nothing I’ve come across mentions creating a ustraveldocs account. Hence why I asked what it was.
