DS-160 for K1 Visa

Hello all, I have a case and invoice number from NVC for my K1 application. However, we didn't receive a letter and had to call to get it. The NVC site indicates the application is "At NVC" and that a DS-160 must be completed in order for a consular section to process the case. So, should I go ahead and complete the DS-160 or do I need to wait until I get Packet 3 from Montreal embassy?

Hi in most cases you won’t receive the packet 3 in your mail just go ahead and complete the ds form online as long as you have your new case number for your nvc
