CR1/2 What is "Priority" for getting interviews

With the recent roller coaster due to the political strife between Russia and the US.  there is this

it states they will provide Immigrant visas for Priority and urgent cases.  What would take to qualify as Priority or Urgent?

Presumably "urgent" would mean cases that are expedited. But that is only my guess.
