US Travel with four months of visa stamping expiry

My spouse filed i539 four months back and currently its in progress. Due to family emergency she had to travel to India. Her L2 Visa stamping is until Nov 2021. My L1 Visa recently approved until May 2023. She is planning to come back to US in June 2021 along with US born baby. Can she travel to US and file the new extension(I539 again)?

My first question would be if she’s aloud to re-enter the US under the current travel restrictions with a L2 visa since we don’t know for sure how long with will be in place for

She has a USC baby so is exempt from the ban.

Yes, as long as the visa is valid she can enter. I am not too familiar with L but as a dependent would she not get an i94 to match your new L1 date when she re-enters (subject to her passport expiry date of course?)
