wants US citizenship as soon as possible

December will be my wife's 3 year anniversary of first arriving to the USA. (I'm a USC). We think she might be eligible to apply after that date? Two questions:

 

1. She is still on her 18 month "letter" (carrying the letter with her expired 2 year conditional status. Can she apply during that period? Or does she have to wait to officially remove conditions (10 yr GC)? 

2. How much English does she have to know to successfully pass? She is already at the "Spanglish" stage. As a Spanish teacher, this is an interesting phenomenon. She spoke pure Spanish upon arrival but now Spanglish (marking her process of transforming into English). Perhaps its because she works in an environment where only English is spoken but she still has a way to go to reach fluency (my speaking Spanish doesn't help but my daughter (who lives with us) doesn't know Spanish and we attend an English speaking church and watch movies often in English.) However, age does make it a bit more challenging (as any language teacher knows).

 

She definitely wants US citizenship as soon as possible so as to not have to continuously deal with immigration the rest of our lives.
