Problem with paying immigrant fee on USCIS

Timeline

My family (5 members) recently received immigrant visa. Now, when I try to pay fees on USCIS immigrant fees portal, the A-Number and Case ID works fine for the 4 members but when I do it for my youngest brother, the portal gives an error: “ An unexpected error occurred”. I am attaching screenshot for reference.  
 

Solutions tried:

 

1: Created an account on USCIS and sent inquiry but no response. 
2: Called NVC: they told me to contact USCIS directly, this is not their domain

3: Called USCIS (+1 (800) 375-5283) but there is an AI bot that answers and solves nothing.

4: Emailed embassy but of no use

5: Tried searching internet but could not find any reasonable solution.

6: I tried different browsers (firefox, IE, Chrome) and different devices (iOS, Windows) but nothing works. 

 

Please help me resolve this.

3.  Call USCIS and ask for "technical assistance" at each prompt.  It should connect you to a human.

Registered Nurse- Retired- I practiced in the areas of Labor & Delivery, Home Health, Adolescent Psych, & Adult Psych.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

NVC has nothing to do with the immigrant fee.  Maybe the USCIS agent misunderstood that you were trying to pay for the immigrant visa (IV) fee, which is different from the immigrant fee.

Yes, normal.  If you mean the original receipt number for your petition, USCIS won't reuse that number because that case is already closed.  Green card production is a new case with USCIS, so immigrant fee payment would generate a new receipt number.
