Sorry for posting this again, but no one was very helpful on my other posts. My I-129F was Approved on February 22nd and NVC still hasn't received anything. I've called uscis and nvc multiple times asking what's going on and they were never helpful. USCIS said to wait 90 days and if nvc still doesn't have it then they will submit a service ticket to California service center to ask about it. I'm afraid the service ticket will take a long time and by the time they find it, it'll be expired. 

Can anyone give me advice please?

I was perusing old posts (K1 and CR1) and it looks like maybe the status is not updating, even though NVC received it.  I know that sounds strange if you tried to call NVC and they are clueless.  

I am going to keep digging to see if i can find other stuff, after my shift.

Thank you so much for helping me. Ive submitted my approval notice to nvcresearch@state.gov but it's been two weeks and they haven't gotten back to me. My congressman also contacted the state department about it a week and a half ago and they have just said they will contact uscis about it. I just feel sick about it all. I made a consultation appointment with a lawyer to see if they can help too

When NVC receives the approved I-129f from USCIS, they check to ensure that it’s been stamped. Occasionally NVC will receive a petition from USCIS and it does not have the appropriate approval stamp in the upper left-hand corner. NVC is also checking to make sure that the three criminal questions have been answered. NVC noted that there are times when the petitioner will forget to complete those questions and those questions are subsequently missed by the adjudicator.  In both of these instances, the case will then be sent back to USCIS. If one of these things occur NVC would know within the first week of receiving the case. USCIS will review your case and re-certify once everything is corrected.

See above your quote.  This is a different filing type but they still see USCIS to NVC like we do.  And what Greenbaum said might be what is going on with yours.  It might have been "received" by NVC but missing something so it was sent back to USCIS and yeah in limbo.  Or it even might have bounced around like the first quote.
I would suggest like Greenbaum says, just hold off for a bit and wait until the 90 days pass.  Or give it another week and email about case number inquiry to see if they give you one (NVC that is).  I am purely going off of forum research though and not from personal experience.  I would keep checking your current case to see if it updates the NOA-2 date (with a new one for this process).  If you see it updated, then you know what happened and you can get an NVC case #.

Thank you so much for taking the time to do this for me. I'm having a really rough time already with the closure of the Russian embassy and trying to figure out how I'll be able to get an interview and dealing with this on top of it.

Thank you so much for this! I've done the same thing as the first person, emailed everyone, contacted my two senators and congressman. My congressman is the only one who is actively trying to do something right now. One senator called me and told me they won't try to help me unless its been four months! It was the dumbest thing ive ever heard. Hopefully the other senator tries to help. I called uscis the other day and they said someone made a service request to contact the california service center about it, I think it was because my congressman contacted the DOS. They said itll take until may 27th for them to respond. I'll keep trying!

Update for anyone who has this problem in the future:

About 5 weeks after having my congressman contact the DOS to ask why NVC still hasn't received my petition (its now been about 100 days since NOA2), they have finally responded and the California Service Center said they accidentally sent my file to the NRC (national records center) instead of the NVC. So now they have to request the file and then send it to the NVC which they said can take up to 6 weeks. Nothing has been mentioned yet about if they will reassign me a new NOA2 approval date or not since it expires in three weeks. Just wanted to let those know if this happens to anyone in the future, which I'm sure it will. I tried all possible avenues of contact and my congressman was the one who solved it. Start with them. or a Senator (mine wouldn't help me since the congressman already was).

Also, the only way to actually get in contact with the California Service Center yourself is to either submit a case inquiry on the uscis website(which takes about three weeks for a response) OR to call USCIS and make them have a tier 2 officer call you and if you LUCKILY answer the call they make to you one of the random 14 days after the request is made, they can also send an inquiry on your behalf to the California service center. DO NOT WASTE YOUR TIME talking to just anyone at uscis, they are absolutely despicable and useless individuals- as well as those at NVC who answer phones. Just FYI
