Question about letter of intent to marry within 90 days

I have a question about the letter of intent to marry with in the 90 days.  Do both letters from me and my fiancé have to be notarized?

No, just signed by the petitioner and the beneficiary, whether you each sign their respective letter or both sign each letter.

If required,  the instructions would indicate.   The instructions are silent on this.  So nothing requires notarization or apostille

Divorce Decrees would supplement this if applicable to you or if you've been divorced before and you are single now.

If you mean something like a certificate of singlehood, it's not required for the petition.  It may be required for the interview, depending on the consulate.  What's required for the petition is evidence of termination of previous marriages (if any).  This could be divorce decree, annulment, or death certificate of previous spouse(s).
