Received sealed package after K-1 Visa interview, what now?

I know that you aren't supposed to open the sealed envelope that you get once you pass the K-1 visa interview, and that it needs to be opened by the Custom's officer at your POE. 

 

However, is this (the picture)...

1. the sealed envelope that people are talking about?
   • If so, do I tell the CO I am travelling through a K-1 visa and simply hand them this entire package with my passport inside?
2. Or is there another sealed envelope inside? 
   • if so, can I open this to get my passport?

Open the envelope - there is another sealed inner packet within containing your file with you do not open.

You have to open the outer package since you have to access your passport prior to boarding a flight.
