It appears you have to fill out prior to arriving to the Ceremony and checking in.

Section "What to Expect at your Naturalization Ceremony"

2. Check in at the Ceremony

Once you arrive at the ceremony, check in with USCIS. 

A USCIS officer will review your responses to the questionnaire, Form N-445, Notice of Naturalization Oath Ceremony. Please complete your responses to the questionnaire before you arrive.

People have been told different things. You can obviously pre-fill the answers, the question is about signing. I have seen some say they need to sign in front of officer before the ceremony. I did my ceremony pre-Covid with around 1500 others and we were told to fill in and sign morning of and just hand in at ceremony, for obvious time reasons.
