India Travel Ban on May 4th to US (Covid)

Timeline

Effective May 4, the entry into the United States of certain nonimmigrant travelers who have been physically present in India is suspended.  U.S. citizens, lawful permanent residents (LPR), and immigrants are not subject to the proclamation.  The suspension of entry also does not apply to non-U.S. citizen spouses or unmarried children under the age of 21 of U.S. citizens and legal permanent residents.  More information is available at travel.state.gov.

Any spouse who has CR1 and IR1 visas already processed and waiting for travel still can travel right??

 

As per White House web page: 

     (a)  Section 1 of this proclamation shall not apply to:

          (i)     any lawful permanent resident of the United States;

          (ii)    any noncitizen national of the United States;

          (iii)   any noncitizen who is the spouse of a U.S. citizen or lawful permanent resident;

Yes. Note that Section 1 specified that only nonimmigrant travel may be subject to restrictions and the subsection in Section 2 that you underlined also means those that are spouses of USC or LPR can also directly visit with B-1/B-2 visas. Section 1:

Quote

The entry into the United States, as nonimmigrants, of noncitizens who were physically present within the Republic of India during the 14-day period preceding their entry or attempted entry into the United States is hereby suspended and limited subject to section 2 of this proclamation.
