Yes, that means they have waived the biometrics and you will not need to do them.

My question is What if I change my cellphone number, where should I update changes to receive text in future for  my case update ? Do I need to send that Form again ?

I haven't heard of USCIS using phone number for things other than texting you case number when they first received it.
