F2B Case under NVC processing, received message that AOS Fee waiver denied, we did not request for this and we already paid for AOS.

Hi Guys,

     We received a message from NVC that the "AOS FEE WAIVER FEE DENIED". I do not even know what this means as we didn't request for this, in fact we already paid for the AOS fee months ago, no further instructions on what to do next? This is for my brother's F2B case, and another message followed requesting for the joint sponsor's W2 and 1099. Anyone else received this message recently?
