Hi sorry for the late response. After 3 months his status changed from refused to  ready to administrative processing, and finally issued. So I say you might have to wait for a while. But I also reached out to my local congressman, they can help reach out the embassy of wherever you’re from to help speed up the process and it’s free to reach out to your congressman. I hope this helps.
