If a cosponsor has a monthly income through social security and pension and is not employed what would they need?

Also if they haven't done their taxes yet can you use the downloaded version that's immediately available after they do their taxes online or do you need an irs transcript?

Yes

Then go with the 2019 tax return.  2020 tax returns are not due until May 17, 2021.  After that date, you will need the 2020 tax return.

Go with a complete copy of the tax return if you can.  Get a tax transcript when you can.   Due to COVID, the IRS has not even finish processing all 2019 tax returns, so 2019 tax transcripts are not available for some tax payers.
