The consulate can approve it or not, even if they don't the petitioner is still free to request it. 

 

As for the criteria to expedite, I don't know if you have heard but the covid situation in India is INCREDIBLY crazy and scary, the USC is scared to have their partner exposed to a deadly virus and might need assistance as a pregnant woman, this sounds reasonable to me and whether the expedite is approved or not, that is obviously up to the Consulate but I don't see why they wouldn't at least try. 

 

As a disclaimer, I have been waiting for an interview for 15 months so I am well aware of what it is like to see people's expedites being approved, fortunately or unfortunately I don't have any valid reasons so I am gladly waiting...

What sounds reasonable to you is not the law or how things work.  Plenty of people have tried to expedite because of war and COVID without success.  Pregnancy is not a reason to expedite.  The USC can fly to the US.  So a pregnant USC in the US is not a reason for an expedite.  

An expedite has to meet the criteria outlined by the Dept. of State.

Go to the US Consulate's website.  They have cancelled all interviews until May 15.  It could end up being longer because of COVID.

Mumbai: U.S. Consulate General in Mumbai currently is only providing essential services to U.S. citizens and emergency nonimmigrant and immigrant visa services until further notice. Mumbai will continue to honor dropbox appointments.

Due to limited appointment availability,we are currently unable to reschedule any cancelled appointments.

We are also unable to speculate on or respond to inquiries regarding potential future cancellations or appointment availability.

only mumbai processes the spousal/fiance visas. just today they cancelled all the may appointments :( until today, they were processing

Getting tourist visa with embassy not processing them is tough. Write a letter to ambassador to India for usa. Stating your issue and concern he might be able to accommodate your request. The embassy staff is still in India. Moreover if you can find out anyone who works at embassy willing g to pass letter to his office or post it addressing to general consulate office of the US ambassador and his name

LOL, no.  The US ambassador to India has absolutely nothing to do with tourist visas.

 

India needs to prioritize getting its COVID situation under control.

Yes! I just wanted to clarify to the OP that Mumbai had in fact been processing and his original post was incorrect. However, the day after I told him this, Mumbai embassy cancelled all appointments from May 3 and after due to the local conditions.

Okay so traveling in pregnancy is highly risk during covid. My us citizen wife living with me in India and we submitted our i130 from India. In 2020 my wife was pregnant in India and gave birth during the whole pendemic and than we applied our son crba and got his us citizen and passport. Recently found out she pregnant again and we have to go through this all over again while waiting on my cr1 visa and this lockdown. It is probably best if you guys stay in India and finish your process and have the baby here. It wasn't that hard or scary delivering and going to doctor appointment. Be safe if you have more questions message me.
