DOES BEING BLACKLISTED IN A COUNTRY FOR OVERSTAY AFFECT MY CHANCES OF GETTING US STUDENT VISAS (F1 & F2)

Actually, I have not got the documents from the Philippines immigration yet. It is still in process. 

 

However, they told me last week that I went to their office that the consequences of not paying the fine was to be blacklisted.

I don't know the what the actual terms and conditions will be on the documentation of the immigration. 

 

However, I just managed to see this copy of an overstay situation in the Philippines online. I guess it happened in 2015 from the date on the paper.

 

I don't know if mine will also be like this one.

I explained my intentions to the DSO of my US university, and she maintained that F1 was the best for me. According to her, upon graduation, I can switch to H-visa on getting a hospital willing to accommodate me after I must have passed the required USMLE steps.

Yeah, you don't want to do a J1. The J1 comes with a 2-year residency requirement in your home country and it's only for medical school, not for what you want to do. F1 is ok for your purpose.

I think you are confused. Plans further down the road don't affect his current plan, going to graduate school. After graduate school, he wants a job. Many people pursing a PhD end up working at a US university and the fact that they are willing to take the job doesn't preclude them from an F1. If they get the job at the university/research lab they are in a high category for immigration due to expertise.
