That isn't what she means.  She is referring to random things of value that people sometimes inadvertently send with their petitions.  Please see the link she posted from a previous thread where someone's large photo album was returned.

Op- definitely call USCIS and asked about it.  I am guessing you added the debit card to your evidence by mistake and they are sending it back, but it could be a scam.  Best to ask USCIS (and please report back!)

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

My employer uses discovery benefits for transit benefits/health insurance related matters. If your employer does use discovery benefits, I'm pretty sure you can request a new card from discovery benefits (or WEX I think is their new name) if that makes you feel any better. The USCIS letter seems a bit strange but I agree with the other folks, likely just a courtesy return from them.

It appears legit that this ended up mixed into your application and they are returning it to you and is likely related to an account you have.
 

Their letter might be a form that they used to return it to you. Some people might actually send a credit card by mistake and they just use this generic form to return it. They likely have very strict policies that could cause processing employee to lose their job if they don't follow procedure with retuning $ or items they are not allowed to hold like this.

 

worst case you should call and inquire to be certain.

This is not a scam I've seen someone else with a card from USCIS  that was their way of returning a fee but it's kinda strange cause your saying you paid with a check . If I were you I'd call the tomorrow.
