So from what I can gather in my limited research is that the I-130 applications is streamlined and pretty simple to what it maybe have previously been. It seems we do the application online and when its approved the stepchild is eligible for the visa. Am I right in thinking this? Is there still an interview thats required? Being 13 does he still need to go through the CFO? Any answers and help is greatly appreciated, thank you.

Yes the child still needs to be interviewed at the US embassy. As for CFO, the child needs to be registered online and the parent/guardian needs to provide documents.

Please read the Guides on VJ.

The I-130 is the first step in the immigration process.  The entire process can take 12-24 months.  It can take a year or more for USCIS to approve the I-130 and transfer it to the NVC.  At the NVC, you pay the DS-260 and I-864 fees and submit those documents and supporting documents.  Then the interview is scheduled.  The child would need a medical exam.  Then the interview.  Then the immigrant visa.

This is much more involved than you think.

Make sure that the USC stepparent is the petitioner.  It's faster for a USC stepparent to petition than for an LPR parent to petition.

Eligible to apply for a visa.  Important distinction.

YMMV

The guidelines are outdated. They still say to paper file which is no longer required.

While outdated, you can still learn from them.

The only difference now is that the I-130 can be filed online.  It can also be filed by paper.
