When K1 petitions are returned they are allowed to die, they will not give you the reasons.

So from this response you are starting to piece together why the CO did not believe your relationship was real.  Forget about the K-1 in my opinion.  I suggest the following as a path forward:

 

1.  Your wife should get her own VJ account and learn more about the long, expensive, and complicated US immigration process, especially to become more familiar with possible challenges faced by a future husband from your (?) same country. 

2.  Spend more time together, face to face, wherever you can meet, make multiple visits and save all the evidence (passport stamps, original boarding passes, hotel receipts, photos)

3.  At lease one of these visits should be in your country, and she should meet your family, take photos of the two of you with your family to submit later

4.  Get married legally anywhere you can.

5.  Do as much financial co-mingling as you can while living in separate countries (US tax returns as married filing jointly, joint credit cards, will, living will, power of attorney, etc.)

6.  Your USC wife then submits a petition for a spousal visa for you with the required documents and evidence of more visits to be together in person, plus financial co-mingling evidence.

7.  During the 1-2 year waiting period, you visit each other as often as you can, save evidence of these visits.

8.  Submit the evidence of additional visits and more financial co-mingling at the NVC stage, or if after NVC, take to the CR-1 visa interview.

9.  In the next year, your wife should get a second job or a better job to increase income as your sponsor, if this is still too low she should find a joint sponsor.

i have never recd a notice of why my 2009 K1 was denied and USCIS does not have to give reason(s)   

you know what happened in interview(s) and why it was denied

the CO had reason to believe relationship was not real

If you don't tell us your story, then how are we going to help you?

 

Having 2 interviews is not great.  It indicates they had doubt about your relationship after the first interview and requested a 2nd interview.  Things didn't go well at the second interview and that's why your case was denied.

 

How did you and your fiancee meet?  How many times did you meet?  Just that one time in a 3rd country?  If that's the case, then it appears that the US Embassy does not believe you have a bona fide relationship.

What's your story?  The full story and you don't have to write a book.  A few paragraphs will do.  Without your story, we can't help you.

Then, you will need to get married and spend lots of time together.  They don't believe your relationship is bonafide.

 

It may take years.  Are you prepared to have your fiance/wife come and live with you in your country if you cannot get an immigrant visa to the US?

Ofcourse we want to live together , i told you im seriouse and i see her my wife and she see me her husband , she plan to visit me for two times at my country before we get married , then after she aplly cr1 visa she will go back at algeria for staying w me 

I just wanted to know reasons denial for avoid them when we go thru cr1 visa 

Anyway uscis sent email today at my fiancé and they said we are reviewing your case

You keep saying you are serious, yet you wouldn't take the time to tell us the whole story.

How are we suppose to guess at the reasons for denial when you will not tell us anything about your story?  We are mind readers or magicians.  


USCIS is going to close the case.  That's email is a courtesy.  

If you want meaningful help, start typing your story.  How did you meet?  How many times have you seen each other?  Etc.

If you don't want to tell your story, then people are going to give up on helping you.

Fact is simple. your k1 has been sent to USCIS to die. Till you get a response, nobody (embassy, NVC, USCIS) will admit having possession of the petition.

You will get a response from USCIS saying that no visa was issued and your petition has expired.

You will not get any answers.

 

Like you have already been advised.

Get married. file the I130 and move on

Use this time to make your CR1 petition as strong as possible.

 

If keep waiting for an answer, you will just add at least 6 to 9 months to your immigration journey

This is how I would approach it.  There was not enough evidence for proof of a bonafide relationship.  The previous suggestions would be a place to start to run with the CR1 visa.  You have now sat with the idea that you need to bring more proof.  The previous suggestions show you how you can approach bringing more proof and more.  Just go for it and write down that the K-1 was denied because of not enough evidence for a bona fide relationship.  Again, this is how I would approach it so my mind would not dwell on the "why was it denied" because you have a better chance to start the CR1 than to find out the reason for the K-1 denial.  USCIS wants you to put the pieces of the puzzle together yourself, so start a new puzzle instead with some of the same pieces and have full confidence.

there is no review for K1 / embassy may say this but the K1 is returned here and allowed to die out

it is good you intend to have several visits before the CR1 interview

she should return to the US after marriage as she needs a residency here and US income to support the petition for the CR1
