Your sister's Priority Date is not current in Table B of the current Visa Bulletin so the case is not eligible for further processing.  When your sister's Priority Date becomes current in Table B and becomes eligible for further processing, then you will be able to pay the IV and AOS fees.

What's the Priority Date?

Hi.  My brother has the same case.  His visa was approved but ceac shows the same message as dayna's when we logged in.  They said in the NOA that you have to respond to the visa application within one year or it will no longer be available.  What can we do to respond to this visa approval?  All information on this matter will be highly appreciated.

Your case is currently at:  NVC

A visa has not been approved for your brother.  USCIS has approved the I-130 petition.  An approved I-130 does not mean that a visa has been approved.  It will probably be another 5-6 years before your brother becomes eligible to apply for an immigration visa.

According to Table B of the May 2021 VIsa Bulletin, beneficiaries with a Priority Date before January 8, 2013 are eligible for further processing.  Your brother's PD is March 16, 2018, so his case is not eligible for further processing.  Nothing needs to be done and nothing can be done until your brother's PD becomes current in Table B of the monthly Visa Bulletin.  Only then will the CEAC website allow for payments of the DS-260 and I-864 fees.

For now, you wait until your brother's PD becomes current in Table B of the monthly Visa Bulletin.

As said above, you need to look at the Visa Bulletin. It's currently at October 2011 for the Philippines, so 4.5 years behind your PD. Is your parent going to apply for citizenship anytime soon?
