In India, in Punjab, you can reach the NRI Police Cell, and file a case against him for absconding you here, & not being in touch with you. This will hurt him the way that any property in India will be held against him, any bank accounts, house etc. Also, he will be required to response to the case in his local indian embassy otherwise he will have troubles when he land in any indian airport.

 

Obviously this will mean you are ready for him filing divorce against you in his local court.

If I'm understanding you correctly...you two were married, living in India, then he immigrated to the US, and you haven't really been in contact since? He texts you, does he call you? Video chatting? What is his reason for not visiting you more than once?
