I have logged in to CEAC link given, but is unable to get access to pay fees to start filling out forms etc.

Access to pay fees will be enabled when the case Priority Date (PD) becomes current.  Depending on the beneficiary's country, that could take at least 5 years from filing of petition for unmarried adult child of permanent resident.

What is the PD and country?

Thank you for your response.

I am a US Citizen and the PD is July 2019. Beneficiary Country is Trinidad & Tobago. Appreciate your advice.

Then this thread is posted in the wrong sub-forum.  This is for family members of permanent residents.  I'll ask a mod to move this to the correct sub-forum.

You'll need to wait around 4 more years before your adult child's PD becomes current.
