That’s not credible. If it worked that way there would be a billion women claiming their baby was a USC.

Because the USC needs to demonstrate relationship which, often times includes DNA. 

 

Honestly. You need to read up on this if you want to help others.

The firm has multiple places to sign. There is a part where for one situation the USC signs in front of a notary.  That situation  doesn’t apply here because the child wasn’t born out of wedlock.  
 

There is another part where the USC signs. A notary isnt accepted for that.  

 

it isn’t an uncommon problem and the common way to solve it is to for the USC that is residing in the USA to walk into a department of state passport agency office in the USA. Unfortunately we have an uncommon situation.   The passport agency  offices are closed.  Though  admittedly they are now officially open for emergency passport appointments.  
 

This thread is about a CRBA, and those aren’t emergencies.  The child can get a passport without a CRBA. 

Stateside passport agencies are NOT closed, they are open by appointment only.

 

How does a child abroad receive a US passport without proof of US citizenship , which by the way, is what a CRBA demonstrates

With notarized documentation correct.  One parent can appear in person if the other cannot attend.

Always best to go to an official source, IMO, for issues like whether a notarized signature is acceptable. 

 

Per the Department of State's website information on CRBA applications (link below), the CRBA application form (DS-2029) can be signed in front of a consular officer, a notary public, or anyone else authorized to administer oaths.  If the US citizen parent will not be at the CRBA interview, a DS-5507 must also be completed as supporting evidence (including a listing of the times of physical presence in the US).  It can/should also be signed in front of a notary.
