You cannot.  The form you are being told to fill out requires a passport officer in the USA.  US  passport offices are closed.  
 

The CRBA is not an option.  
 

We might be having a language barrier on the I-130 vs passport issue.  PM me if you would be willing to speak to my wife.  She can interpret for us.

Yes Mike,

    I understand the process now.I was really confuse before before.This kind of case is very confusing even for an immigration expert. I got the whole new idea from this conversation rather from an immigrant expert who I talk with. I have to tell to the expert about this passport issue since she is still preparing I 130 for my child. And I'm glad to talk to you over the phone if you don't mind. 

Basically I have to go to the clerk court in order to get copies certified by the custodian of the record for my passport and other document.   then I have to email it to the embassy along with all the document and schedule for an interview.Then, if approve the embassy a passport for my child.

Correction: The embassy will issue a passport for my child.

CRBA is really not complicated at all. I’m thinking your “immigration expert” is someone from your native country that just helps people file forms and collects money? I’m not an expert and I know about CRBA and can read the directions on the links that so many people here graciously provided you. Good luck.

Lol,one if the expert is hispanic and the other one who preparing for I-130 is a white woman.They both don't mention CRAB.

(I) did a CRBA and sent you the correct process in a state department link.  It is not complicated.  
 

There is a form for you to prove your US presence and there is a form for you to notarize to allow your wife to apply for it without you being present.  That one has to be notarized in the US.

Nonsense.  There is a procedure to follow and OP was provided with that.

Since neither of them mentioned the CRBA, maybe you should get help from people who are actually qualified.  These people are not qualified.  

No so lol when they screw up the immigration paths for your spouse and child.

If the child was born out-of-wedlock, and the father is a U.S. citizen or non-citizen U.S national, use Form DS-5507 to legally acknowledge the child and voluntarily agree to financially support them. Form DS-5507 may be signed in front of a notary or at a U.S. embassy or consulate.

Only ONE parent has to appear in person.

Give up trying to order me around, “dude”.  And give up trying to convince me with erroneous or incomplete references.  
 

The firm has multiple places to sign. There is a part where for one situation the USC signs in front of a notary.  That situation  doesn’t apply here because the child wasn’t born out of wedlock.  
 

There is another part where the USC signs. A notary isnt accepted for that.  

 

it isn’t an uncommon problem and the common way to solve it is to for the USC that is residing in the USA to walk into a department of state passport agency office in the USA. Unfortunately we have an uncommon situation.   The passport agency  offices are closed.  Though  admittedly they are now officially open for emergency passport appointments.  
 

This thread is about a CRBA, and those aren’t emergencies.  The child can get a passport without a CRBA.
