You can certainly delay could be quite some time before things are safe.

Have you asked your sister if she will help?

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

No one can tell you when it's "safe" to travel.

If your child is granted a visa, it will be valid for 6 months from the date of the medical exam.

If you cancel the interview, it could be a while for a new interview.  The case backlogged at the NVC is bad - went from 75,000 before COVID to about 500,000 cases now waiting for interviews.

Your sister can assist your child if she has a US visitor visa.  She will not be granted a visitor visa to bring your child to you.

You're a green card holder, so what travel document are you waiting for?
