I received immigrant Visa IR1 in January 2021, I’ve booked my flight to the US on the 28th April 2021.

my understanding is that I’m not technically a “green card holder” until I enter the US, therefore with the current situation am I allowed to enter the US?

I’ve contacted the US Embassy in London and just get the standard reply, look at the Presidential proclamation.

This stated spouses of us citizens are exempted from the travel ban.

Any help would be appreciated.

And it shouldn't be necessary to use "other words" but "in other words" a person with a valid spouse visa, is allowed to travel to the USA as spouse of US Citizen, not as green card holder.  The OP's NEXT entry would be as a green card holder, but this one is as the spouse of a US Citizen with a valid immigrant visa.
